How to Choose a Roofing Contractor in Knoxville, TN

By Vern Freymuth, Commercial Operations Manager, RC Roofing LLC · Published November 4, 2026 · Updated November 4, 2026

How do you choose a roofing contractor in Knoxville, TN?

To choose a roofing contractor in Knoxville, TN, first confirm the right state license for your job size. Next, check liability and workers' compensation insurance, local references, and a written, itemized estimate. Pay no more than one-third up front, and skip door-knockers who push you to sign that day.

This guide covers each check in the order most Knox County homeowners need it. It draws on state rules from the Tennessee Board for Licensing Contractors. It also uses federal consumer advice and roofing trade guidance.

Want a second look at a bid you already have? Call RC Roofing at (865) 336-2374 or visit our main office at 1121 E Broadway Ave, Maryville, TN 37804. You can also request a free roof inspection online.

Does a roofer need a license in Knox County, TN?

Yes, for most roof jobs, Knox County requires a home improvement license for residential work from $3,000 to $24,999. Any roofing job of $25,000 or more needs a Tennessee contractor license before the roofer bids. Small repairs under $3,000 fall outside the state home improvement rule.

The Tennessee Board for Licensing Contractors lists the counties that adopted the home improvement law. As of 2026, that list includes Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby. The state defines home improvement to include roofing work.

Blount County does not appear on that list. So a Maryville or Alcoa job under $25,000 may not need the home improvement license. A job of $25,000 or more still needs a full contractor license in every county.

What does the home improvement license require?

The state asks for a $10,000 surety bond and proof of general liability insurance. It also requires workers' compensation coverage and experience with remodeling work. Those rules give you a baseline to measure any roofer against.

How do you check a roofer's license in Tennessee?

Search the company or owner name at verify.tn.gov, the state's free license lookup. Match the name, license type and status to the name on your estimate. Then call the Board for Licensing Contractors at (615) 741-8307 to ask about past complaints or discipline.

The Tennessee Department of Commerce and Insurance points homeowners to that same lookup. The name on the license should match the name on the contract. A different name can mean a different company carries the risk.

Also check the Better Business Bureau for filed complaints. Read reviews on more than one site. Look for patterns in how the company handled problems.

What insurance should a Knoxville roofer carry?

A Knoxville roofer should carry general liability insurance and workers' compensation. Liability insurance covers damage to your home, and workers' compensation covers injuries to the crew. Ask for current written certificates and confirm both stay active for the whole job.

Roofing is dangerous work, and the federal Bureau of Labor Statistics counted 113 roofer deaths on the job in 2023. That equals 51.8 deaths per 100,000 full-time workers, the third-highest rate of any job tracked.

In Tennessee, construction employers with one or more employees must carry workers' compensation. An owner can file an exemption, but it covers only that one person. It does not cover the crew on your roof.

How do you confirm the certificates are real?

Call the insurance agent listed on each certificate. Ask whether the policy is active and what dates it covers. Ask to be named as the certificate holder for your address.

What questions should you ask a roofer before you sign?

Ask about license, insurance, who does the work, permits, warranty, payment terms and recent local jobs. Each answer should be easy to verify with a document, a phone call or a public record. The checklist below pairs each question with why it matters and how to check it.

What to askWhy it mattersHow to verify
What Tennessee license do you hold?Knox County jobs from $3,000 to $24,999 need a home improvement license. Jobs of $25,000 or more need a contractor license.Search the name at verify.tn.gov.
Can I see your liability and workers' comp certificates? They cover damage to your home and injuries to the crew.Call the agent named on each certificate.
Who will do the work?State officials tell homeowners to ask about employees and subcontractors.Get the crew's company name in the contract.
Where is your office?NRCA advises hiring roofers with a permanent place of business.Look up the address or visit it.
Who pulls the permit?State officials say the contractor should get the required permits.Ask for the permit number and check with the codes office.
What warranty do I get, and what voids it?NRCA warns that some terms can void a roof warranty.Get the manufacturer and workmanship terms in writing.
How much is due before work starts?Tennessee home improvement law caps the down payment at one-third.Read the payment schedule in the contract.
Can I call recent customers?Past clients show how the roofer handles problems.Call two or three recent customers.

The National Roofing Contractors Association also suggests asking how the job will be supervised. Ask who checks quality and how many workers will be on site. Clear answers show a roofer who plans the job before the crew arrives.

How much should you pay up front for a new roof?

Pay no more than one-third of the contract before work starts. Tennessee's home improvement law bars contractors from asking for more, so tie later payments to finished stages. Never pay the full amount before the work is complete, and avoid cash payments.

The Federal Trade Commission warns against roofers who insist on cash, payment apps or wire transfers. Those methods leave you little record and little way to recover money. A check or card leaves a paper trail.

State officials also note a legal backstop. Tennessee's felony theft law can apply when a contractor takes money and does no work within 90 days. You can report that to local law enforcement.

How do you spot a storm chaser after a Knoxville storm?

Storm chasers knock on doors after hail or high wind. They often drive unmarked trucks, push you to sign fast, and ask for large deposits or your insurance check. A local roofer with a permanent office and a verifiable license is the safer choice.

Fraud costs consumers a lot. The FTC reported that consumers lost more than $12.5 billion to fraud in 2024. About 2.6 million people filed fraud reports that year.

Tennessee officials list these red flags: door-to-door sales, offers that expire fast, unmarked vehicles and vague contracts. They also warn against anyone who asks for more than half the cost up front. Never sign over your insurance check.

What if you already signed at your door?

The FTC Cooling-Off Rule covers many home sales of $25 or more. You can cancel until midnight of the third business day after the sale. Put your cancellation in writing and keep a copy.

What does GAF Certified Plus mean for your roof?

GAF Certified Plus is a contractor status tied to GAF warranty options. GAF says they must be licensed where required and insured, and can offer System Plus and Silver Pledge warranties. Those warranties require a minimum amount of GAF products on the roof.

According to GAF's homeowner guide, the company also weighs years of experience and customer reviews. GAF lists three tiers: Certified, Certified Plus and Master Elite. Only Master Elite contractors can offer the Golden Pledge warranty.

RC Roofing is a GAF Certified Plus contractor. Our GAF profile shows 4.9 stars from 57 reviews. You can confirm any roofer's status with GAF's contractor locator on gaf.com.

What should a written roofing estimate include?

A written roofing estimate should list the scope of work, materials, start and finish dates, and payment terms. It should name the company, address and phone number, plus who pulls the permit and what warranty applies. Vague, one-line bids make fair comparisons impossible.

Tennessee officials and NRCA both stress a written contract before work starts. Compare each bid line by line. Check that every bid includes the same underlayment, flashing, vents and tear-off.

Frequently asked questions

These are the questions Knoxville homeowners ask most when they compare roofers. Each answer draws on Tennessee state rules, federal consumer advice or manufacturer guidance linked above. Rules can change, so confirm license details with the state before you sign.

Do I need a licensed roofer for a small repair in Knoxville?

In Knox County, a home improvement license applies to residential jobs from $3,000 to $24,999. A job of $25,000 or more needs a state contractor license. Under $3,000, the state rule does not apply, but ask your local codes office about permits.

Does Blount County require the home improvement license?

Blount County does not appear on the state list of counties that adopted the home improvement law. A Tennessee contractor license still applies statewide to roofing jobs of $25,000 or more. Check the state web page for any list changes before you hire.

How many roofing estimates should I get?

Tennessee consumer officials and the FTC both suggest at least three written bids. Compare the scope line by line, and check that each bid names the same materials, underlayment, flashing and vents. NRCA warns that the lowest bid is not always the right choice.

Should I sign my insurance check over to a roofer?

No, the Tennessee Department of Commerce and Insurance tells homeowners never to sign over an insurance check. Keep control of the money and pay as work is finished. Tie each payment to a clear stage, and never pay in full before the work is complete.

Can I cancel a roofing contract I signed at my door?

Often, yes, because the FTC Cooling-Off Rule covers many home sales of $25 or more. You can cancel for a full refund until midnight of the third business day after the sale. Saturdays count as business days, but Sundays and federal holidays do not.

What does GAF Certified Plus mean?

GAF says its certified contractors must be licensed where required and insured. GAF also weighs years of experience and customer reviews. Certified Plus contractors can offer System Plus and Silver Pledge warranties, which need a minimum amount of GAF products.
