Do You Need a Roof Permit in Knoxville or Blount County?
By Vern Freymuth, Commercial Operations Manager, RC Roofing LLC · Published November 4, 2026 · Updated November 4, 2026
Maybe, because Knoxville, Knox County, Maryville, Alcoa and Blount County each run their own codes office. The City of Knoxville requires a qualified registrant for reroofs on buildings of 5,000 square feet or more. For most homes, one call to the office for your address settles the question.
This guide lists each office, what its own pages say and where they stay silent. We only report what the official pages state. Where a page is unclear, we tell you who to call.
Want a roofer who checks the permit rule for your address first? Call RC Roofing at (865) 336-2374, or visit us at 1121 E Broadway Ave, Maryville, TN 37804. You can also request a free roof inspection online.
Do you need a permit to replace a roof in Knoxville?
Knoxville says one- and two-family homes need permits unless the work is exempt, and roofing is not listed. A qualified registrant must handle reroofs on buildings of 5,000 square feet or more, or over two stories. Confirm your house with Plans Review & Inspections.
The city explains why it cares about reroofs. Its Fast Fact Guides note that a new roof can change structural loads, energy needs and drainage. Those three items tie straight back to the building code.
Knoxville also controls who may hold a permit. Its permit registration page says anyone who applies must be tied to a registration based on their qualifications. Some registration types also need a State of Tennessee license.
Which code does Knoxville use?
The city's current codes page lists the 2024 International Residential Code. It also lists the 2024 International Building Code and the 2024 International Existing Building Code. These codes guide plan review before a permit is issued.
The city office sits at 400 Main Street, Suite 475, in the City County Building. Its listed phone number is 865-215-3669. If you live in Knoxville, our roof replacement service in Knoxville page covers how we schedule work there.
Who issues roofing permits in Knox and Blount County?
Your street address decides the office, not your mailing city or ZIP code. The State Fire Marshal lists every office below except Friendsville as running its own codes program. The table shows what each official page says about reroofs, and where it says nothing at all.
| Area | Office | Reroof permit (as stated) | Official link |
|---|---|---|---|
| City of Knoxville | Plans Review & Inspections | Homes need permits unless exempt; roofing is not listed as exempt. Qualified registrant required for reroofs on buildings 5,000 sq ft+ or over two stories. | Fast Fact Guides |
| Knox County, outside city limits | Knox County Codes Administration | Page does not address reroofs. Check with the office at 865-215-2325. | Permit information |
| City of Maryville | Codes Enforcement | Page does not address reroofs. Check with the office at (865) 273-3500. | Codes Enforcement page |
| City of Alcoa | Planning and Codes | Permit form has no roofing category. Check with the office at (865) 380-4730. | Building permit application |
| Blount County, outside city limits | Development Services | Page does not address reroofs. Check with the office at 865-681-9301. | Development Services |
| Friendsville | State Fire Marshal's Office | State permits cover new homes and additions over 30 sq ft. Check with the state at 615-741-7170. | State residential permit FAQs |
| Townsend, Louisville, Rockford, Farragut | Local town office | Listed as running their own program. We did not review their pages. Check with the town. | State jurisdiction list |
The State Fire Marshal jurisdiction list marks Blount County, Alcoa, Maryville, Knox County and Knoxville as exempt. That means each has its own approved codes program. Friendsville is marked as part of the State Residential Building Program.
What does the City of Maryville require for a new roof?
Maryville's Codes Enforcement page does not say whether a reroof needs a permit. It does confirm the city adopted the 2024 International Residential Code on December 2, 2025, effective January 1, 2026. For a roofing answer, call Codes Enforcement at (865) 273-3500 before work begins.
The office sits in the lower level of the Maryville Municipal Building at 416 W. Broadway Avenue. Its Codes Enforcement page also links to contractor licensing rules and a homeowner affidavit form.

Why the 2024 code date matters
A new code edition can change roof details such as underlayment, flashing and ventilation. A roof installed in 2026 inside Maryville city limits falls under the newer edition. Our Maryville roof installation and repair crews build to the code in force for each address.
How do roof permits work in Blount County, Alcoa and Friendsville?
Blount County Development Services, Alcoa Planning and Codes and the State Fire Marshal each cover part of the county. None of these official pages states a clear reroof rule for homes. Call the office for your street address and ask before the old roof comes off.
Blount County's Development Services page says the office issues permits, schedules inspections and keeps permit records. Its office is at 303 McGhee Street in Maryville. The county pages differ on the code edition in force.
The Building Safety page says the county adopted the 2012 International Building and Fire Codes on April 17, 2014. The Development Services page refers to the 2018 edition. Ask the office which edition applies today.
Alcoa
Alcoa's building permit application lists alteration, demolition, fence, pool, deck and other work types. It has no separate roofing box on the form revised October 1, 2025. Call Planning and Codes at (865) 380-4730 to ask how they treat a reroof.
Friendsville and the state program
The State Fire Marshal's residential permit FAQs say state rules cover new homes. Since October 1, 2011, they also cover additions over 30 square feet. Call the state at 615-741-7170 to ask about roofing.
How many roof layers does the building code allow?
The International Residential Code bans a roof recover when the house already has two or more layers. The 2018 edition puts the rule in Section R908.3.1.1. A City of Reno guide places it in R908.4 of the 2024 edition, so no third layer.
A recover lays new roofing over old, and the 2018 rule appears in a City of Gillette reroofing guide. The 2024 number comes from a City of Reno permit guide. Ask your office which edition it enforces.
The code also blocks a recover in other cases. A water-soaked or worn-out roof is not a sound base for new roofing. In those cases, crews must tear off down to the deck.
Why a tear-off often makes sense
A tear-off lets the crew find and replace soft or rotted deck boards. New underlayment and flashing then go on a clean surface. A recover hides the deck, so damage below can stay hidden.
Why should your roofer pull the roofing permit?
The permit holder answers to the codes office for the work and its inspections. When your roofer pulls the permit, the roofer carries that duty and books each inspection, not you. Ask every bidder whose name will go on the permit and who will meet the inspector.
Per the state Home Improvement license page, Knox County requires this license for home projects of $3,000 to $24,999. The rule covers roofing and applies only in counties that adopted the law. Blount County is not on that list.
The state requires a full contractor license for projects of $25,000 and up. That applies to roofing subcontractors on such projects too. You can look up any license number on the state website.
What to ask a roofer about permits
- Will you pull the permit, and in whose name?
- Which office covers my street address?
- Which inspections will the office require?
- Will you give me a copy of the final approval?
- What state license do you hold, if one applies?
Our guide on how to choose a roofing contractor in Knoxville covers more questions to ask. Use it alongside this checklist.

Do you need HOA approval before a roof replacement?
Many homeowners associations require approval before a roof changes, often covering material, color and style. HOA approval is separate from a city or county permit, so you may need both. Read your covenants, submit the request in writing and wait for written approval before you sign a final contract.
Start with your HOA's architectural review form. Most forms ask for the product name, color and a sample or photo. Your roofer can supply the product sheet and color details.
Plan for review time. Some boards meet once a month. Build that wait into your schedule, especially before storm season or winter.

What steps should you take before roof work starts?
Confirm which office covers your address and ask whether a reroof permit is needed. Get written HOA approval and ask your insurer which documents it needs. Then sign with a roofer who will handle the permit and inspections and give you copies of each record.
- Find your jurisdiction using your street address, not your ZIP code.
- Call that office and ask about reroof permits.
- Get HOA approval in writing, if you have an HOA.
- Check your contractor's state license when the job size requires one.
- Keep the permit, inspection results and invoice together.

Frequently asked questions
These answers draw on the official pages linked above, but permit rules change and each office can amend its code. Treat these answers as a starting point, not a ruling. Confirm the current rule with the office for your street address before any roof work begins.
Do I need a permit to replace my roof in Blount County?
It depends on where the house sits, since Maryville, Alcoa, Blount County and several towns run their own codes offices. None of their web pages we checked spell out a reroof rule. Call the office for your address before work starts, or the State Fire Marshal for Friendsville.
Can a homeowner pull a roofing permit in Knoxville?
Knoxville lists a Homeowner contractor registration among its permit registration types. The city says every permit must link to a registration that fits the type of work. A qualified registrant must handle reroofs on buildings of 5,000 square feet or more, or over two stories.
Can you put new shingles over old shingles in Tennessee?
Sometimes, because the International Residential Code allows a roof recover in limited cases. It bars a recover over two or more existing layers, or over a wet or worn-out roof. Your local codes office decides which code edition applies to your address, so ask them before you choose a recover.
How long does a roofing permit stay valid?
Each codes office sets its own expiration rules for permits. Maryville's local changes to the 2024 code tie permit life to the value of the project. Alcoa's application form says an application is void after 180 days, so ask about time limits when you apply.
What happens if a roof is replaced without a required permit?
Unpermitted work can surface later when a buyer, lender or insurance adjuster asks for permit records. A codes office may also require a late permit and an inspection of finished work. The safest step is to confirm the permit rule with your office before the tear-off begins.
Does insurance require a permit for storm damage roof work?
Insurers set their own rules, and some claims ask for proof that the work met code. A permit record and a final inspection create that proof. Ask your adjuster what documents they need before work starts, then share that list with your roofer.
